Taking it to the (Complete) Streets

The session will describe how a four-lane undivided road- way was successfully transformed into a “complete street.” This case study will overview the public process as well as the government side. Our partners will share the pitfalls and opportunities for creative coordination in capital project planning. We will also discuss how to plug into resources available from the Florida Department of Transportation for complete streets, what the program is and examples of how it works at the local level.

Kyle Dudgeon serves as Assistant Director of Planning/CRA for the City of Winter Park. He specializes in economic development and planning projects throughout the city as well as manages the daily activities of the city’s Community Redevelopment Agency (CRA). These include citywide parking management, streetscape capital projects, the city’s visioning process and comprehensive plan update, and business attraction and retention services. He also served as economic development planner for the City of Casselberry, FL.
Kyle has a graduate degree in Urban Planning from the University of Buffalo. He serves in a number of capacities for the Florida Redevelopment Association (FRA) including on their Board of Directors, is a liaison for the city’s main street organization and Chamber of Commerce, certified as a Redevelopment Administrator by the FRA and is a member of the American Planning Association, Urban Land Institute, and International Economic Development Council.
Melanie Weaver Carr has worked for the Florida Department of Transportation (FDOT) for 28 years, the past 24 in the Office of Policy Planning. She serves as Florida’s Bicycle and Pedestrian Partnership Council’s Staff Director and is actively engaged in other statewide Bicycle and Pedestrian-related efforts and the Safe Mobility for Life Coalition. Additionally, she serves as the Department’s Rural Economic Development Initiative representative. Melanie coordinates Partner and Public Involvement for the Florida Transportation Plan and other statewide efforts such as Complete Streets. She also serves as the Boomer Advisor to the FDOT Millennial Team.
Hailing originally from south Florida, Melanie has lived in Tallahassee for over 40 years. She has three Millennial children and is a seventh generation Floridian. Melanie served on the Tallahassee Leon County Planning Commission in the early 2000’s and has been a volunteer for the Knight Creative Community Institute, Junior League of Tallahassee and various other organizations over the years.
She enjoys yoga, biking, walking and spending time with family and friends.
DeWayne Carver, AICP, is the Florida Department of Transportation’s Complete Streets Program Manager. DeWayne manages the transition to context-based design, also known as “Complete Streets”. He provides technical assistance based on his prior experience with walkable thoroughfare design, form-based coding, and city and regional planning. Prior to coming to FDOT, DeWayne worked in the private and public sectors in real estate development, planning, transit, and university research. He holds a Master of Regional Planning Degree from the University of North Carolina, Chapel Hill, and a Bachelor of Arts degree from the University of Tennessee, Knoxville. He lives in Tallahassee, FL with his wife and children.
Blake Drury is an urban designer and city planner focused on creating livable communities. For the past 20 years, he has developed plans for public- and private-sector clients in urban, suburban, and rural settings across North America, including initiation, conceptualization, and design of large-scale redevelopment projects, downtown plans, and station area planning programs. A graduate of the University of Florida, Blake is frequently invited to speak at professional events throughout the region, and previously served as an Adjunct Instructor at the University of Central Florida for 7 years teaching urban design at the graduate and undergraduate levels.
