Getting input from citizens on current and future projects can be a powerful tool, but gathering information can be a difficult undertaking for staff. Learn how the City of Zephyrhills partnered with the University of South Florida to create a dynamic citizen survey, using GIS technology designed and carried out by students.

Steve Spina has served as Zephyrhills city manager from 1996 to 2011, and again since May 2014. For three years (2011-2014) he served as an instructor in the Master of Public Administration (MPA) program at the University of South Florida.
Spina is a native of Bronxville, New York, and grew up in Peekskill, NY, a small city on the Hudson River. A 50-year resident of Florida, he graduated from the University of South Florida in Tampa with a Bachelors of Arts degree in Mass Communication on 1975 and later received a Master of Public Administration from USF in 1998.
In 2006, he received a master’s degree in Political Science at the University of Florida in Gainesville and a doctorate in Political Science at UF in 2011.
