SUMMARY: To educate the public about the Land Development Code; to obtain Voluntary Compliance through a professional and courteous manner; to provide positive customer service to all citizens; to bring properties into compliance with applicable codes and ordinances.
A working manager that performs the duties of a Department Manager and the duties of a Code Compliance Officer. The purpose of this position is the overall management of the Code Compliance Department, which includes Code Compliance Officers and a Code Compliance Clerk. This is a highly responsible technical and supervisory position in the investigation and Enforcement/Compliance of a wide range of laws, regulations, and ordinances governing land use, building, zoning, signs, and related issues. Work includes a combination of supervisory and field responsibilities during both typical business hours and atypical business hours; this position routinely includes evening and weekend shift work ensuring adequate coverage throughout the week. The Code Compliance Manager will schedule their staff to ensure adequate coverage during key timeframes seven days per week. The Code Compliance Manager will supervise and evaluate subordinate Code Compliance Staff and assists in the investigation, documentation and resolution of complaints and Compliance with the City’s laws, regulations, codes, and ordinances.

• Assists in the development and implementation of Department goals, objectives, and quality improvement initiatives.
• Ability to professionally interact with people (subordinates, supervisors, general public, peers, coworkers and elected officials) to include prompt responses, timely dissemination of information and tactful mediation of conflicts to achieve positive results.
• Manages assigned Staff, prepares daily/weekly work schedules and assigns specific daily duties.
• Assists with the Park Ranger program as assigned.
• Requires a working knowledge of Chapter 162, Florida Statutes
• Prepares Staff Reports AND ATTENDS ASSIGNED COMMITTEE, BOARD AND COUNCIL MEETINGS.
• Liaison with FWC and OCSO regarding derelict vessels, no wake zones and other waterway related issues.
• Assists with the review, compliance and enforcement of the Livery Vessel Permitting program.
• Assists with the review, compliance and enforcement of Beach Vendor Permitting program.
• Assists with the review, compliance and enforcement of the Short Term Rental permitting program.
• Assists with the review, compliance and enforcement of the Business Tax Receipt (BTR) program.
• Coordinates and assists with the electronic citation system used for parking violations.
• Requires a close, cooperative relationship with FWC and OCSO Marine Unit to manage violations and derelict vessels in the Destin harbor and City waterways.
• Ensures Code Compliance Officers balance pro-active and reactive code enforcement/compliance.
• Produces weekly, monthly, quarterly, and annual Code Compliance Activity Reports from within the Code Compliance’s system.
• Creates and administers policies and procedures for the Code Compliance Department, as directed by the City Manager.
• Trains Code Compliance Staff in all areas of code enforcement/compliance; cross-trains all Code Compliance Officers in assigned emergency management functions of the Department.
• Supervises and evaluates Code Compliance Officers in the performance of their duties; issues disciplinary actions and takes other corrective measures as necessary.
• Serves as a backup for Code Compliance Officers.
• Prepares and presents the annual budget for the Department.
• Serves as Staff Representative for the Code Enforcement & Compliance Board/Special Magistrate and reviews all code compliance case files for presentation to the Code Enforcement & Compliance Board/Special Magistrate.
• Rapidly responds to complaints/inquiries from citizens, provides timely follow-up actions, closes the complaint/inquiry loop, and, if needed, represents the City in legal proceedings.
• Rapidly responds to requests from the City Manager and other City staff members, initiates follow-up and closes the request loop.
• Composes legal notices to be used in Code Compliance Investigations.
• Assists with the preparation, interpretation updating of the City’s laws, regulations, and ordinances.
• Provides timely tracking and reports relating to the status of violations and liens placed on properties;
• Ensures Code activities and goals are effectively documented and tracked through the Department’s code compliance system.
• Returns promptly from hurricane evacuations for immediate reviews and inspections.
• Performs other related duties as assigned.
• Coordinates with the Information Technology Department to find efficiencies through technology and implement business solutions to improve productivity and transparency.
• Ensures proper procedures are followed for inspections, Notice of Violations, re-inspections, and Notice of Hearings.
SUPERVISORY RESPONSIBILITIES: Responsibilities include the direct supervision of Code Enforcement Division Staff; interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
