The Merritt Island Redevelopment Agency is looking for a dynamic, experienced, professional manager who is comfortable working with people from all walks of life. Job Description

Reporting to the County Manager and under the general direction of the Merritt Island Redevelopment Agency (“MIRA”) Board, the MIRA Executive Director provides the Board with skilled professional and administrative work, including, but not limited to, management services, technical assistance, and administration of MIRA’s day-to-day operations, including oversight of Commercial Façade Grants. Work involves responsibility for coordinating all activities of a project, including budgeting, and serving as a liaison with other County, State, Federal, and community agencies.

Requirements

Bachelor’s degree in Public or Business Administration, Political Science, Social Science, English, a field related to the area of assignment, or any closely related field PLUS two (2) years of experience in a staff or administrative capacity appropriate to the area of assignment. A Master’s degree in a related field and management experience in a county or municipal government and/or a Redevelopment Agency is preferred; some private sector experience is also preferred. Additional qualifying education or experience may be substituted on a year-for-year basis.

Proficiency in Microsoft Office Suite of programs (such as Word, Power Point, Excel, Publisher, etc.) is preferred. Candidate will possess strong communication and management skills.  Must be capable of working under limited supervision. In the event of a hurricane, major storm, natural or man-made disaster which may threaten the area, the employee will be required to perform emergency duties as directed.

  • Maintains communication with business owners, developers, MIRA Board members, elected officials, County staff and personnel.
  • Implements, updates and amends the Merritt Island Redevelopment Plan and related Land Development Regulations as necessary.
  • Implements and facilitates a variety of activities related to business development, expansion, and retention within the MIRA area by establishing new businesses, expanding existing businesses, and revitalizing commercial and industrial areas.
  • Monitors and reports program budget and monthly expenditures to the MIRA Board and the County Manager.
  • Prepares meeting agendas for MIRA and attends all MIRA meetings.
  • Reassesses and updates community redevelopment goals and objectives within the MIRA boundary.
  • Identifies potential projects that can be undertaken within the MIRA area.
  • Reviews proposed site plans, development projects and zoning applications and makes recommendations to the MIRA Board.
  • Manages the Commercial Grant Façade Program.
  • Makes presentations to various community groups as necessary.
  • Represents MIRA before the Brevard County Planning and Zoning Board and the Brevard County Board of County Commissioners.
  • Administers agency contracts for construction and consulting services as needed.
  • Coordinates with the Florida Department of Transportation and other State Agencies and monitors agreements as needed.
  • Prepares grant applications to various federal, state, and local agencies and provides grant management as needed.

The Knowledge, Skills, and Abilities of the Executive Director include, but are not limited to:

  • Proficiency in all social media, including Facebook, Twitter, Instagram, Linked In, Snap Chat and the ability to keep a WordPress website up to date and current.
  • Thorough knowledge of the principles and practices of economic and business development, public administration, and/or business administration.
  • Thorough knowledge of economic and business incentives.
  • A working knowledge of business retention and business development.
  • A working knowledge of Nature and Heritage Based tourism promotion and an overall understanding of tourism development
  • Good Knowledge of Community Redevelopment Agencies.
  • Good knowledge of all federal, state, and local regulatory requirements applicable to economic and small business development programs.
  • Good knowledge of the funding process in a governmental environment as related to budgeting, cost accounting, financial planning, and management.
  • Good knowledge of the principles, practices, and procedures of organization, management, and administration.
  • A knowledge of Tax Increment Financing.
  • Ability to plan, implement, and coordinate technical and administrative programs.
  • The ability to successfully work with County Constitutional Officers, other legislative bodies, elected and appointed officials; Municipal, State and Federal agencies, and the community.
  • Ability to communicate effectively, both orally and in writing and to prepare accurate and concise reports and correspondence.
  • Ability to organize and prioritize tasks as well as the management skills to work independently.
  • Ability to develop short and long term capital improvement plans, projects and budgets.
  • Ability to read, review, and analyze date and reports.
  • Ability to supervise a small office with limited employees consisting of a Special Projects Coordinator and a part-time temporary administrative employee.
