THE POSITION: |
![]() CRA is to positively impact the quality of life of the residents in the three distinct CRAs areas. The three areas are: Central Beach, Northwest-Progresso-Flagler Heights and Central City. The CRAs established in 1989, 1995, and 2012, respectively, are charged with eliminating and/or reversing blighting conditions within its three project areas. This is responsible professional and supervisory work of considerable difficulty involving the division activities related to housing development, business development, attraction and retention, business outreach, and business and industry marketing aligned with Community Redevelopment Agency (CRA) and City initiatives. This employee will administer high profile projects and business development initiatives as set forth in the CRA Plan and/or City(s). Assists as necessary with other related activities and performs related work as required. Under the general direction of the CRA Area Manager, the employee plans, organizes, implements, coordinates, and reviews highly complex and technical professional housing, commercial, community, economic, and physical development work connected with federal, state, and other intergovernmental housing and community development and redevelopment programs. The employee supervises staff, and provides administrative and technical guidance regarding the design and development of current and long-range program and project plans, and the implementation and coordination of related projects and activities. The employee exercises considerable initiative and independent judgment and must work effectively with City, intergovernmental, elected, and appointed officials; neighborhood associations; outside consultants; architects; contractors; employees; and the general public. An employee in this position may supervise subordinate personnel engaged in a variety of activities that may include any or all of the following: economic development, housing development, strategic initiatives, business outreach, business development, redevelopment incentives, business expansion and attraction, and/or neighborhood business district activities. Receives and responds to inquiries, concerns and from neighbors and the business community. Manage the CRA’s Business Incentive Programs. Supervise the preparation of technical applications for intergovernmental aid and/or private sector funding in connection with housing and community development projects and activities. Oversees citizen participation programs involved in the planning, development, and assessment of housing and community and economic development programs; coordinates these public meetings, forums, and hearings. Act as staff liaison to intergovernmental officials, private consultants, architects and contractors, and citizen advisory and neighborhood-based groups. Develops an evaluation and monitoring system, and prepares reports on program progress in carrying out projects and activities in a responsible manner. Develops budgetary recommendations and financial controls and implements these recommendations and controls. Ensure proper program and financial management of intergovernmental grant agreements, sub guarantee agreements, and contracts related to CRA operations. The employee exercises considerable initiative and independent judgment in the performance of duties. Work is reviewed through observation, conferences with the employee and by evaluation of work projects. Other related duties as assigned. |
