GENERAL STATEMENT OF JOB

This is a professional level landscape architect and administrative position in supervising field and office operations of City projects. Reports directly to the Planningand Zoning Manager.

ESSENTIAL JOB FUNCTIONS

1. Plans, prepares designs for, and administers City municipal construction and capital improvement projects. May assist in presentation of materials to the City Council, Tree Commission or other boards and agencies as required. Writes specifications, prepares cost estimates, and assembles construction contract documents. Processes and obtains applicable regulatory permits for construction. Prepares jobs for bidding and assists in representing the City in contract negotiations.

2. Coordinates and manages City landscape construction projects. Monitors job progress by performing field inspections and reviewing progress schedules; may assist in processing progress payment and change orders. Conducts meetings with contractors, government officials, outside agency officials, and industry representatives.

3. Reviews projects, cost estimates and contract documents prepared by consultants. Review site plans relative to landscape and irrigation design plus site design for public safety.

4. Works with technical consultants and support staff engaged in drafting, design, and construction inspection. Conducts regular progress meetings for projects.

5. Provides landscape architectural planning and design support to other City departments. Provides information to the public. Investigates complaints and makes recommendations to appropriate City staff.

6. Participate in the creation of design guidelines for urban streetscape, city gateway, and redevelopment projects.
7. Design and management of special projects as assigned. Applies for and manages grants including Local Agency Program (LAP) and/or Joint Participation Agreement (JPA) pertaining to development and design, landscape and tree planting projects.
8. Provides input for annual administrative budget for the landscape projects. Provides assistance to other City departments in budget analysis with respect to future landscape project cost and existing landscape maintenance costs.

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor of Arts/Science degree in Landscape Architecture or related field, supplemented by two years of public or private professional experience. At the discretion of the Department Head, additional experience can be substituted on a year for year basis for education, or a comparable combination of training and experience.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles, practices and techniques of Landscape Architecture. Ability to develop plans and specifications for recreation and parks facilities and public space planning projects. Ability to create landscape designs plans using AutoCAD. Ability to present ideas and findings clearly and concisely in written, oral and graphic form. Ability to respond to multiple deadlines and establish and maintain effective working relationships with professionals from multiple disciplines, City employees and elected officials, consultants, contractors, and other regulatory agencies.

LICENSES/CERTIFICATES

Must possess and maintain a valid Florida Operator Driver’s License with an acceptable driving record.

Ability to become registered as a Professional Landscape Architect by the State of Florida.

Ability to obtain appropriate NPDES certification, i.e. Stormwater Management Inspector.

Ability to become ISA certified arborist.
