SUMMARY: This is a supervisory position within the Community Development Department’s Planning Division and is responsible for managing the following: Preparation of all ordinance amendments to the Land Development Code and Code of Ordinances; Manages the review process and staffing for all development orders and zoning related applications/functions. Prepares and/or coordinates the preparation of all required Comprehensive Plan amendments and updates, and special planning reports; Coordinates the staffing responsibilities for all the Committees or Boards that require planning support; and is responsible for any special projects as assigned by the Community Development Director. This position reports to the Community Development Director.

Education and Experience:  Bachelor’s Degree in Urban and Regional Planning or a closely related field, and five (5) years of local government planning experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The following are not to be construed as an exclusive or all-inclusive listing of skills and abilities required to perform the job. Management may delegate other responsibilities as required.
•Confers with Developers, Engineers, Architects, Landscape Architects, Surveyors and members of
the public on all applications related to the Planning division.
•Attends and/or provides supervision of staffing for the City Council (as necessary), Local Planning
Agency (LPA), Board of Adjustments (BOA), the City’s Community Redevelopment Areas (CRA)
and Harbor Waterways Board.
•Reviews all major development order and major subdivision applications and preparing and presenting staff reports to the City Council.
•Coordinates inspections of on-going construction and inspections of major development sites requesting a certificate of occupancy and completion in order to ensure compliance with the Comprehensive Plan and Land Development Code provisions.
•Supervises Planning staff by providing the primary and secondary point of contact for interpretations of general Planning issues and questions.
•Supervises Planning staff in the completeness review of all development orders and subdivision applications.
•Supervises Planning staff in the review of minor development orders, minor subdivision, minor deviations to development order and simple deviations to development orders and minor replat applications.
•Supervises Planning staff in the review and approval of all building and sign permit applications.
•Supervises Planning staff in their inspection of ongoing construction work and in their inspection of minor development sites requesting a certificate of occupancy and completion in order to ensure compliance with the Comprehensive Plan and Land Development Code provisions.
•Supervises Planning staff relative to the assignment of addresses to new buildings or structures and/or the readdressing of existing buildings or structures.
•Supervises Planning staff in the maintenance and update of information for coordination with Development Review and the Geographic Information Systems (GIS) Manager.
•Supervises the Planning staff in preparing the Coastal Construction Control Line (CCCL) approval letters for the Florida Department of Environmental Protection (FDEP).
•Coordinates Planning staff in the determination of flood zone information for applications and general citizen questions and in all FEMA-related administration issues.
•Supervises Planning staff in the scheduling, reviewing, preparing staff report and presentation of all administrative appeal, conditional use and variance applications before the Board of Adjustment.
•Tracks the administration and implementation of the comprehensive plan including appropriate staff training concerning various provisions of the Plan and implementation updates.
•Coordinates the preparation, evaluation, and adoption of the Evaluation and Appraisal Report (EAR) of the Comprehensive Plan.
•Coordinates the conduct of various planning tasks and projects assigned to private consultants, contractors, and employees in the Community Development Department and with other city departments.
•Provides interpretations of the Comprehensive Plan and Land Development Code to staff, the public, Council, Boards, and Committees.
•Primary staff person responsible for providing budget input related to Capital Improvements Programming and for budgetary needs of the Planning and Zoning Division.
•Supervises Planning staff in evaluating, preparing, and processing of amendments to the city’s Comprehensive Plan, Land Development Code and Code of Ordinances in a manner consistent with applicable Florida statutes and Administrative Codes.
•Supervises Planning staff in data collection, analysis and preparation of amendments and associated staff reports for a variety of plans and policies including the Comprehensive Plan, Land Development Code and the Code of Ordinances, rezoning applications, annexations, and other related topics.
•Performs other related duties as assigned.

•Ability to utilize mathematical formulas; add and subtract, multiply and divide totals; determine percentages; and determine time and weight and interpret same as may be appropriate.
•Ability to inspect items for proper length, width and shape.
